Carter was up in Plains, Georgia, graduated from the USNA in 1946 and then enlisted in the US Navy, where he served as a submariner. Following that, he went back home and started up his family’s peanut farm.
As there was no twelfth grade at Plains High School when Carter attended from 1937 to 1941, he graduated from the eleventh grade.
By that point, the Great Depression had rendered Archery and Plains destitute, but Carter’s family profited from New Deal agriculture subsidies, and Carter’s father had become a prominent member of the community.
